Former presidential candidate and opposition leader, Maj Gen. Mugisha Muntu, has called on President Yoweri Kaguta Museveni to take responsibility for the conduct of the Uganda People’s Defence Forces (UPDF) and warned against the dangers of military impunity.
Muntu urged the Commander-in-Chief to reflect on his past criticisms of previous regimes’ militaries, particularly the Uganda Army (UA) and Uganda National Liberation Army (UNLA), which he described as marked by “recklessness” and a lack of accountability.
“To the CIC, Gen. YK Museveni, I implore you to be guided by your own past teachings about the recklessness of former armies (UA, UNLA), the consequences of their actions, and the impunity that followed,” Muntu said.
“You are the CIC. The buck stops at your doorstep. Act now. It is never too late,” he added.
Muntu, who served as Army Commander under the Museveni administration before transitioning to opposition politics, has consistently advocated for the professionalization of the military and for greater civilian oversight of the armed forces.
His latest remarks add to the growing calls for accountability within Uganda’s security sector.
His comments follow a disturbing incident involving Chief of Defence Forces Gen. Muhoozi Kainerugaba, who sparked outrage after posting an image of the disfigured body of Bobi Wine’s bodyguard, Eddie Mutwe.
The image, shared on Kainerugaba’s verified X (formerly Twitter) account, showed Mutwe with his head shaved and allegedly held captive by Special Forces Command (SFC) soldiers in a basement in Makindye.
According to Kainerugaba’s post, the SFC soldiers are reportedly forcing Mutwe to learn Runyankore while he is in distress.
The post also included a direct threat to Bobi Wine: “And there’s nothing you can do about it, Bobi Wine, you’re next… He backed!”
