VIDEO: UNRA phaseout affecting projects, staff- Kagina

Plans to merge the Uganda National Roads Authority (UNRA) and the Ministry of Works and Transport have disrupted the roads sector.

Allen Kagina – the head of the agency that consumes the largest portion of the country’s budget told journalists in a Press Conference in Kyambogo that many contractors are anxiously pondering the future which could affect the roads network.

Kagina is also concerned that many staff members and contractors are no longer responsive, which could affect the Authority’s business.

“Contractors are supplying government, they will be paid and we will ensure that. And the staff that are demotivated, we have sent management all over the country to assure that there is still work to be done,” Kagina said.

Kagina who was brought out retirement by President Museveni to revamp the Authority following her success at Uganda Revenue Authority calls upon the public to remain calm as government reorganizes.

“Project Affected Persons (PAPs) in Lwakhakha did not receive the correct information, so they held onto their titles for land, when they do that the contractor has no access.”

State Minister for Works, Gen Katumba Wamala called for patience, urging that government is phasing out UNRA step by step.

“Government is trying to address that without necessarily injuring the process the process and without providing for escape route in the procurement process,” he said.
