Man Jailed for Nine Months for Forging IGG Beti Kamya’s Signature

A man has been sentenced to nine months in prison for forging the signature of Inspector General of Government (IGG) Beti Kamya in a case that has raised concerns over fraudulent legal documents.

On March 7, 2025, Buganda Road Court Principal Grade One Magistrate Winnie Jatiko Nankya convicted Abubaker Bakka, 52, after he pleaded guilty to forging and presenting false documents attributed to the IGG.

Bakka’s conviction follows an investigation that started in November 2023 when Kamya was served with court summons under Civil Suit No. 0485/2023.

The summons included two letters she denied signing, prompting a criminal investigation.

Authorities traced the forgeries back to Bakka, who was identified as the culprit.

In court, Chief State Attorney Joan Keko led the prosecution, detailing how Bakka forged a letter in 2020, falsely bearing Kamya’s signature when she was Minister of Lands.

Another forged letter, dated 2010, had Kamya’s signature from her time as the leader of the Uganda Federal Alliance Party.

Bakka presented both letters in January 2024 to CID detectives at the Criminal Investigations Directorate in Kampala.

Bakka initially denied the charges but changed his plea to guilty on all counts. Magistrate Nankya sentenced him to nine months for each offence, with the sentences running concurrently.

The case highlights the seriousness of forgery and the commitment of the Directorate of Public Prosecutions to tackling fraud in Uganda.
