MP to Speaker: Your continued stay in the chair is disgrace to yourself, taxpayers and country

Aruu County Member of Parliament, Odonga Otto has lashed out at the Deputy Speaker of parliament, Jacob Oulanya, accusing him of obvious bias, direct political leanings, routine and casual sycophancy.

In a letter to the Speaker, Rebecca Kadaga, Otto says he will not attend any parliamentary sittings until 2021, as long as Jacob Oulanya is chairing.

The legislator accuses Oulanya of selectively choosing members of parliament, giving advantage to legislators subscribed to the ruling National Resistance Movement (NRM) to which he is a member.

Noting events from proceedings on September 4 and 5 when parliament was discussing a report on Kyadondo East legislator Robert Kyagulanyi Ssentamu alias Bobi Wine, as well as Mityana Municipality MP Francis Butebi Zaake.

Otto claims that on 4th September 2018, the entire parliamentary Hansards and record of debate is full of Oulanya’s debates, Security Minister Tumwine and Nyabushozi County MP, Col Fred Mwesigye hence a reduction of parliament to a cultural gala.

The legislator also claims that Oulanya violated rules of procedure on September 5, when he chose Elly Tumwine to debate on the floor yet other legislators were calling for the opportunity to debate.

“By virtue of this letter, I request the clerk of parliament to avail me the daily Rota presiding speakers, so that I look for better things to do when you are in chair,” Otto said.

“I wish to reiterate that your continued stay in that chair is a disgrace yourself, tax payers, parliament and the country at large,” Otto added.

According to the controversial legislator, the constitution should be amended to allow a non-partisan speaker at the stature of the a High Court judge.
