Hoima district council sitting in Kasingo at the district head quarters have passed a resolution to borrow a district service commission from the neighbouring local government to help recruit critical staff especially in the health and education sectors.
In the same council, they have approved a five member district service commission members whose names will be submitted to public service for approval.
Swaibu Nyangabyaki the district speaker said, the limited staff in the health, education and production they have been forced to have an emergency council to approve the service commission.
"We all know in Hoima district most people are in acting capacity but besides their are a lot of vacancies created by people who retired, so we need to fill and the only way is to have a service commission, remember our old commission expired last year" Nyangabyaki informed council
The five member commission included Florence Kato as the chairperson, Francis Balyesima, Rehemah Rumbiha, Alex Kehikira and Samuel Asiimwe all members to the commission.
"I'm glad that the council has approved all the five members we brought as the executive, we hope that they can all be approved by public service head office in Kampala, we have been liaising with ministry of public service, ministry of local government to ensure that they can be approved within two weeks" Uthuman Mugisha the district chairman said
In an emergency council that sat Thursday afternoon at Kasingo Hoima district head quarters, the Council has passed a resolution to borrow service commission from the neighbouring local government with members suggesting Hoima City to Kikuube that more close to the city to avoid incurring high costs of facilitating any of the commission that will have been chosen.
Not certain of when the appointed service commission will be approved, the district council has equally passed a resolution to borrow services of a district service commission in the neighbourhood.
Keneth Kwolekya the male youth councillor for Hoima said this will be the much needed recruitment.
"we have approved the service commission but the process may take long, so it is better we borrow service commission in the neighborhood to ensure critical staff are recruited now" He said
Nyangabyaki then directed the chief administrative officer Emmanuel Ssempala to work out a plan of having either the Hoima city or Kikuube district service commissions which are near and may be less costly.
"We don't have to think of hiring commissions that are far it will be expensive, so we are tasking the CAO to reach out to Hoima city or Kikuube and bring them to help us recruit in the critical areas" He ruled
Mugisha the district chairman tried to oppose the idea of hiring service commission from the neighbouring districts on grounds that the approved commission will be approved soon but council did not listen to him
"We are in touch with all the relevant ministries, why the rush, why not wait the approval of our service commission and then announce vacancies, due to the need this would help public service approve our commission easily" He said
