Mao hails Gen. Saleh’s transformative contributions to Acholi Sub-region

Justice and Constitutional Affairs Minister Norbert Mao has commended Gen. Caleb Akandwanaho, also known as Salim Saleh, for his exceptional contributions to the Acholi Sub-region.
He described him as a transformative leader who has played pivotal roles in peace building, economic empowerment, and humanitarian efforts.

Mao detailed the general’s evolution from a military strategist to a champion of financial inclusion and community development.
Saleh’s journey, Mao noted, reflects resilience, faith, and a deep commitment to improving the lives of ordinary citizens.
“He has a strong Christian foundation that fuels his compassion,” Mao said.
“From his military genius in the NRA, where he planned the attack on Kampala in his 20s, to his reinvention as an advocate for economic inclusion, his journey has been extraordinary,"he added.
Mao recounted Saleh’s decisive role in ending the Lord's Resistance Army (LRA) insurgency in northern Uganda.
He highlighted a pivotal moment when Saleh boldly claimed he could end the war in six months a statement that caught President Museveni’s attention and led to his deployment in the north, where he worked tirelessly to restore peace.
“Even if you love peace, sometimes you need arms to create conditions for it,” Mao said, praising Saleh’s leadership in conflict resolution and his ability to bring warring parties together at his Gulu residence.
Economically, Saleh has been a driving force behind agro-industrial development and financial inclusion in the region.
Mao highlighted his efforts to ensure ordinary people gain access to financial opportunities, noting his advocacy for economic empowerment through Operation Wealth Creation and related initiatives.
Through the Salim Saleh Foundation for Humanity, launched in 1997, Saleh has supported numerous humanitarian programs, inspiring policies that now shape government strategies.
Mao praised his humility.
“He considers himself one of the ordinary people, and his work reflects that belief,"he said.
As the Acholi Sub-region prepares to celebrate Saleh’s contributions and his birthday, Mao underscored his enduring legacy.
He particularly highlighted Saleh’s popular refrain “God is in Gulu, money is in Kampala,” as a reflection of his vision to bridge economic disparities.
The celebration, set for today, will honor Saleh’s transformative journey and his impact on the Acholi Sub-region and Uganda as a whole.
