PDM Secretariat Threatens to Suspend Operations in Kyankwanzi Over Irregularities
The National Parish Development Model (PDM) secretariat has warned it may halt funding to Kyankwanzi District following the discovery of irregularities involving over 150 million shillings allegedly misappropriated by technical officials.
During a tour of Nabweyo and Lubiri parishes, Jovrine Kaliisa, the deputy PDM National Focal Person, revealed that funds meant for beneficiaries had not been disbursed as intended.
She described the situation as a significant breach of trust and accountability.
Ms Kaliisa announced plans to suspend PDM operations in Kyankwanzi until the district cleans up its systems and ensures accountability.
She warned that those implicated would face arrest and be required to refund the misappropriated funds.
“We cannot continue sending money which is not reflected on the ground. Most people claim they have never received it," she said.
"It’s better we halt the exercise and clean up Kyankwanzi. Whoever is involved must pay the money back, and we will cause interdiction for some staff."
Kyankwanzi Woman MP Christine Ssendawula called for better verification processes before funds are disbursed to beneficiaries.
She suggested that names of beneficiaries should be read aloud before any disbursement to ensure the right people receive the funds.
The PDM secretariat also raised concerns about the district’s use of Wendi Money Agency for financial transactions.
Ms Kaliisa questioned the credibility of the agency, citing complaints from beneficiaries and urging the district to utilize banks for better transparency.
In a separate operation, Shs58 million wrongfully obtained by district leaders has been recovered and is being held by police.
Investigations into the implicated officials are ongoing, and the secretariat has vowed to take strict action to restore confidence in the PDM initiative.
The PDM was introduced to empower grassroots communities, but the irregularities in Kyankwanzi highlight the challenges of ensuring accountability and proper implementation.
The secretariat’s tough stance is a clear signal that mismanagement will not be tolerated.
