Kasese Gets New CAO as Byamungu Hands Over to Walakira
Kasese District has welcomed its new Chief Administrative Officer (CAO), Paul Walakira, who takes over from Elias Byamungu in a formal handover ceremony.
Walakira, formerly the CAO of Katakwi District in the Bugisu sub-region, received instruments of power and a detailed report highlighting key priorities for the district.
Outgoing CAO Byamungu emphasized the strategic importance of collaboration with security forces, given Kasese’s border with the Democratic Republic of Congo.
He outlined critical tasks for his successor, including completing the Rwenzururu war veterans’ payroll and ensuring funding for essential services such as roads, water, healthcare, and education.
In his inaugural address, Walakira pledged to work closely with district leaders and civil servants to foster development, urging them to plan for sustainable personal and community growth.
“I appeal to all leaders and civil servants to cooperate and ensure the smooth delivery of services that will transform Kasese District. Let us prepare ourselves for sustainable personal and community development,” Walakira said.
LC5 Chairperson Erifazi Muhindi Bukombi commended Byamungu for his dedication, noting his efforts in enabling the district executive to occupy the administration block and his unprecedented visits to all lower local governments within a month.
Muhindi advised Walakira to prioritize monitoring government programs like the Parish Development Model (PDM), particularly in preparation for President Museveni’s anticipated visit for Kasese District’s 50th anniversary celebrations.
Resident District Commissioner Joe Walusimbi echoed the need for cooperation, calling on leaders at all levels to support Walakira in driving the district’s development agenda.
With Kasese’s golden jubilee on the horizon, the district leadership expressed optimism about Walakira’s tenure and the collaborative efforts required to propel Kasese toward greater progress.
