Prisons Service Partners with Makerere University to Launch Law Training for Officers

The Uganda Prisons Service has entered into a transformative partnership with Makerere University through the signing of a Memorandum of Understanding (MoU) to establish a new Administrative Officers’ Law Short Course Programme.
The programme, aimed at enhancing the legal expertise of prison officers, is set to begin at the Prisons Academy and Training School.

The inaugural cohort will consist of 60 Senior Officers currently enrolled in the Prisons Intermediate Command and Staff Course.
Speaking at the launch, the Commissioner General of Prisons, Dr. Johnson Byabashaija, expressed excitement about the collaboration, underscoring its significance in advancing professionalism within the Uganda Prisons Service.
“This partnership with Makerere University is a milestone for the service. It will equip our officers with essential legal knowledge, enabling them to handle administrative and inmate management duties with greater competence,” said Dr. Byabashaija.
Prof. Barnabas Nawangwe, the Vice Chancellor of Makerere University, also lauded the initiative, highlighting its alignment with global standards for inmate management.
He praised Dr. Byabashaija’s commitment to innovation, referencing the Prisons Service's exceptional furniture delivery under the Buy Uganda Build Uganda (BUBU) initiative, which has benefited the university.
“The introduction of this administrative law course will not only enhance officers' professional development but will also contribute significantly to improved inmate management,” Prof. Nawangwe stated.
The partnership marks another milestone in the long-standing relationship between the Uganda Prisons Service and Makerere University.
By integrating legal training into the career progression of prison officers, the programme is expected to strengthen the service's capacity to uphold justice and rehabilitate inmates effectively.
The Administrative Officers’ Law Short Course Programme is expected to serve as a model for similar initiatives in the region, demonstrating the critical role of education in enhancing public service delivery.
