DP warns new KCCA officials of internal mafias

The Democratic Party (DP) has cautioned the newly appointed leadership of the Kampala Capital City Authority (KCCA) about internal mafias who may attempt to manipulate their work.

This warning follows the recent dismissal of three top KCCA officials by President Museveni, based on an Inspector General of Government (IGG) report.

The officials relieved of their duties include executive director Dorothy Kisaka, deputy executive director Engineer David Luyimbazi, and director of public health Dr. Daniel Okello.

Their removal was triggered by findings of severe oversight and negligence in KCCA’s management.

DP’s acting spokesperson, Ismail Kiirya, congratulated the newly appointed officials—Frank Russa (acting Executive Director), Robert Nowera (acting Deputy Executive Director), and Karen Zalwango (acting Director of Public Health) while urging them to uphold integrity in their roles to avoid repeating the mistakes of their predecessors.

“Stick to the law and adhere strictly to the KCCA code of conduct. This will ensure you serve the public effectively and uphold the trust placed in your leadership,” Kiirya advised.

While expressing his congratulations, Kiirya also warned the new leadership about the internal mafias within KCCA.

“KCCA is full of mafias that often try to manipulate officials. We urge the new leaders to be cautious and avoid acting on illegal orders that could jeopardize their work,” he said.

Kiirya further commended the IGG for its swift release of the report, comparing it to the timely action in the Kiteezi case.

He also urged the IGG to investigate other sectors, particularly the illegal takeover of agricultural government ranches and the unauthorized construction in wetlands.

“We now ask the IGG to investigate government agricultural ranches and wetlands taken over by individuals,” Kiirya added.
