At the National Budget Conference for FY 2025/2026, , Prime Minister Robinah Nabbanja issued a stern warning to line ministers and government accounting officers, emphasizing their responsibility in ensuring full implementation of Uganda’s top priorities. Failure to meet these targets, she stressed, would result in accountability measures.
During her keynote address, Nabbanja underscored the government’s unwavering commitment to growing the economy and advancing human capital development through a multi-pronged approach.
She highlighted the importance of aligning efforts with the National Development Plan IV, the 10-fold growth strategy, and the National Resistance Movement (NRM) manifesto, all aimed at fostering sustainable growth in Uganda.
The Prime Minister was adamant that line ministers and their teams must execute these initiatives effectively.
"Line ministers and their accounting officers should be able to supervise and implement wealth creation initiatives such as the Parish Development Model (PDM) and Emyooga.
They must also ensure the successful delivery of the NRM manifesto to improve human capital development and strengthen the economy. Failure to do so, they shall be held accountable," Nabbanja warned, delivering a clear message of responsibility.
Nabbanja called for teamwork and collaboration among all stakeholders, noting that the development of Uganda’s economy requires collective action.
She encouraged full participation from all sectors to ensure the success of government strategies. "We should work as a team to make sure that our country's economy develops and the poverty rate continues to decrease.
This will only happen when all stakeholders actively participate," she remarked.
The government’s seven key growth areas, which are central to these efforts, include peace and security, transport infrastructure rehabilitation, wealth creation through initiatives like PDM and Emyooga, science and technology innovation, and human capital development in health, education, and clean water supply.
Additionally, focus will be placed on disaster management and upholding regional and international commitments.
As Uganda looks ahead to FY 2025/2026, the Prime Minister’s call for action serves as a reminder that accountability, teamwork, and effective implementation will be critical in achieving national development goals. The spotlight is now on line ministries and government accounting officers to deliver on these promises.
