Luweero authorities order five head teachers to refund shs24m UPE funds

Authorities in Luweero District have ordered five head teachers of primary schools to refund over shs24 million  they misappropriated under the government’s Universal Primary Education (UPE) program.

The order from Innocent Asaba, the District Chief Administrative Officer follows a report from the District’s Public Accounts Committee that indicated that the head teachers failed to satisfactorily account for the funds.

The funds in question were disbursed to them during the third and fourth quarters of the 2022/23 financial years.

According to the report, the monies were for purchasing scholastic materials, facilitating co-curricular activities, and administrative costs.

The report shows that the head teacher of Kyampisi Primary School failed to account shs6.02million

The one for Kaswa Primary School failed to account for shs5.08m, while the one for Kibanyi Primary School shs5 million.

The school head for Sambwe Orthodox Primary School failed to account for shs4.27 million while the one for Monde Roman Catholic Primary School failed to account for shs3.8million.

According to Erukamu Wamala Kyoole, the Chairperson of the Luweero District Public Accounts Committee, the head teachers failed to provide proper accountability for the funds during their assessments as they interfaced with the internal auditor.

He said the committee he heads was prompted to recommend that the Chief Administrative Officer directs for the recovery of the public funds.

He added that they also recommended for the subsequent demotion of the implicated school heads.
