Kampala needs Shs 7 trillion to implement master plan

At least Shs 7 trillion is needed to implement the Kampala Master plan 2021-2026, the Kampala Lord Mayor Erias Lukwago has said.

Speaking to Nile Post, Lukwago said that in his 2021-2026 political term, he has a mega plan that will make Kampala shine.

But first, he said, all the power centres within Kampala have to come together serve the people of Kampala guided by the KCCA Act.

He said the drainage system in Kampala is one of the major challenges that need urgent attention and needs an estimated $ 210 million.

Other areas that need attention, he said, are: re-aligning public transport, street lighting, greening Kampala, making ordnances that will streamline leadership in markets, taxi parks, boda boda industry, street vending among others.

But city lawyer, Simon Peter Kinobe said to implement the master plan, the lord mayor will have to create a good working relationship with the executive director of Kampala Capital City Authority.

Kinobe said that while section 9 of the KCCA Act allows the lord mayor to strategise for the city he must do this in coordination with the executive director.

In his first term, Lukwago constantly conflicted with the then executive director Jennifer Ssemakula Musisi and the councillors which led to his impeachment.

Lukwago said so far the working relationship with NUP councillors and the executive wing is good and hopes for a successful term.
