The Inspectorate of Government (IG) has arrested Mrs Evelyn Grace Lanyero, principal of the National Teachers’ College in Kaliro District, over allegations of financial misconduct that led to a loss of more than Shs120 million to the Government of Uganda.

Lanyero, 51, faces multiple charges including abuse of office and causing financial loss.

She is expected to appear before the Anti-Corruption Court in Kampala on May 23, 2025, to respond to the charges.

Her arrest follows months of investigation into alleged irregular financial transactions at the college.

Her alleged accomplice, Mr Clement Epalat Okiria, 54, who serves as the college’s accountant, is still at large.

The IGG has appealed to the public for assistance in locating him.

According to the charge sheet, in November 2022, Lanyero and Epalat irregularly authorised a payment of Shs120,904,000 to M/s Nissi Restaurant and Take Away, purportedly for meals and refreshments during an ICT Retooling Workshop.

Investigators allege the payment was knowingly made despite it constituting a financial loss to the government.

In a separate transaction, Epalat is accused of independently authorising the irregular payment of Shs12,412,698 as Withholding Tax to the Uganda Revenue Authority between November 2022 and January 2023—another action that reportedly resulted in government loss.

The duo also faces allegations of abusing their offices by securing a Shs45 million loan from Stanbic Bank on behalf of the college without following proper procedures.

The loan, according to the IG, added to the institution’s financial burden and contributed further to the loss.

A spokesperson for the Inspectorate said the arrest was part of a broader effort to address corruption and poor financial governance in public institutions.

“We are committed to holding public officers accountable and ensuring that taxpayer money is protected from abuse,” the spokesperson stated.

The IG maintains that the investigation into financial mismanagement at Kaliro’s teacher training institution is ongoing, with more enforcement action expected if additional breaches are uncovered.
