The Russian Federation began an operation against the Ukrainian region of Kharkiv on June 14, according to Robert Wood, the United States' alternate representative for special political affairs at the UN.

"The following chaos and devastation were seen by the entire globe. Moscow's missiles have struck residential complexes, retail establishments, and publishing houses. Russia's missiles continued their campaign of hitting civilian infrastructure, hammering Kharkiv's energy grid. According to the UN, May was in fact the bloodiest month for civilian casualties in Ukraine since June 2023. It is possible to ascribe over half of these deaths to the fighting in Kharkiv.
