Under the Uganda Intergovernmental Fiscal Transfer Program, Kyamwinula Health Centre II, situated in Tororo Municipality, was scheduled for an upgrade to a Health Centre III. At a cost of Shs 889 million shillings, the project was awarded to M/s RAK-Bold Edge Limited in 2022.

However, two years down the road, the project remains incomplete, and the contractor has reportedly abandoned the site after receiving more than three-thirds of the contract sum. The abandonment of the project has left the area local leaders very disappointed.

"We are disappointed. The community had high hopes for this project. The contractor must be held accountable for the poor work and for wasting government resources." Said Sarah Apedet, the area district Councillors.

Besides project delay, it's reported that the works so far done is also shoddy.

"The materials used, from the doors and windows to the roofing, are substandard. This is unacceptable, and we demand action." Said Charles Owori, the vice district Chairperson NRM.

The project deadline has already been extended three times, but despite these extensions, the contractor has failed to deliver. District leaders are now demanding that the contractor be brought to book for mismanaging government funds.

"As district security heads, we are concerned. We are advising the municipality to secure another contractor to finish the project and ensure proper accountability." Said Albert Amula

As investigations continue, the future of Kyamwinula Health Center III remains uncertain, and residents are left wondering when the much-needed healthcare improvements will be completed.
