The Executive Director for African Centre for Global Health and Social Transformation (ACHEST) Professor Francis Omaswa has called on the Parliamentary Health Service Committee to consider recentralization of recruitment of District Health workers to fill the 65% vacancies at the district level.
He made the remarks during a breakfast meeting following consultation by the Parliamentary Health Service Committee in preparation to table the Health Service Commission Annual Performance Report (FY 2017/2018) to the House of Parliament.
Prof. Francis Omaswa criticized the District Service Commission for recruiting people whom they call their own or who bribe them for employment.
On the other hand, Baguma Spellanza Muhenda , the vice chairperson of parliamentary Health Service Committee as well as Kyenjojo district woman legislator, expressed concern about the performance of district health workers saying majority of them are ever absent from work despite enhancing their salaries.

Hon. Esperanza Muhenda also noted that as parliamentary Health Service Committee are not yet in agreement with the recentralization of district health officers because of issues caused by decentralization.
