GULU CITY — Colonel Richard Kidega Obura has officially assumed office as the substantive Deputy Division Commander of the Uganda Peoples’ Defence Forces (UPDF) 4th Infantry Division following a handover ceremony held at the Division Headquarters in Gulu City.
The ceremony was presided over by the Division Commander, Maj. Gen. Felix Busizoori, who oversaw the formal transfer of office from the outgoing Acting Deputy Division Commander, Col. David Orombi Oloya, to Col. Kidega.
Speaking during the ceremony, Maj. Gen. Busizoori recalled working with Col. Kidega in the Karamoja sub-region and praised his professionalism, discipline and leadership throughout his military career.
“Colonel Kidega is a hardworking and committed officer whose dedication to duty has been evident throughout his service,” he said.
The Division Commander also commended Col. Oloya for effectively steering the office in an acting capacity, saying his stewardship ensured continuity and a smooth leadership transition within the Division.
In his remarks, Col. Oloya expressed gratitude to the Division leadership for the confidence and trust placed in him during his tenure as Acting Deputy Division Commander.
Upon taking office, Col. Kidega pledged to foster teamwork, unity and collective responsibility among officers and troops, describing them as essential elements in building a disciplined and effective force capable of executing its mandate.
“Teamwork, unity, and collective responsibility are key pillars for building a disciplined and effective force capable of fulfilling its mandate,” he said.
The handover ceremony was attended by brigade commanders, departmental heads, staff officers and other invited guests.
