The ceremony comes at a time when Uganda is responding to an outbreak of Ebola Virus Disease (EVD), Bundibugyo strain, recently confirmed in Kampala.

KCCA noted that President Museveni recently addressed the country and urged all institutions to prioritize the protection of lives in all public engagements and operations.

The Ministry of Health officially declared the Ebola outbreak on May 15, 2026, following the confirmation of cases in Kampala.

In response, KCCA said it conducted a careful assessment of the event and resolved that the swearing-in ceremony would proceed under strict observance of all Ebola Virus Disease Standard Operating Procedures (SOPs), as guided by the Ministry of Health and the National Scientific Committee.

“As you are aware, H.E. the President of the Republic of Uganda recently communicated to the country regarding the Ebola Virus Disease outbreak and guided all institutions to prioritize the protection of lives in all operations and public engagements,” the statement read.

Attendance at the ceremony will be strictly limited to invited guests only, with KCCA urging all attendees to fully cooperate with the health and safety measures that will be implemented throughout the event.

Among the measures to be enforced are crowd control and restricted access to the venue, mandatory hand washing and sanitization at all entry points, temperature screening for all attendees, registration of contact details for health monitoring purposes, observance of social distancing guidelines, and the avoidance of physical contact, including handshakes and unnecessary gatherings.

KCCA said it is working closely with the Kampala City Ebola Response Team and the Ministry of Health to ensure full compliance with all public health directives and to safeguard the health and wellbeing of participants.

“To ensure that all Ugandans are able to follow this important occasion safely, the entire ceremony will be broadcast live through KCCA’s official digital platforms, including the KCCA X handle and other official social media channels,” the statement added.

KCCA reiterated its commitment to protecting public health while ensuring continuity of democratic and institutional processes in the city.
