The Assistant Commissioner of Prisons and Regional Prisons Commander (RPC) for Kampala Extra Region, Francis Xavier Elubu, has urged newly promoted officers to uphold discipline, professionalism, and commitment as they assume higher responsibilities within the Uganda Prisons Service.
Elubu made the remarks during a promotion ceremony held at Luzira Upper Maximum Security Prison, where junior officers were officially pipped and chevroned in recognition of their performance and service.
The event marked a key milestone for the officers, many of whom expressed pride and gratitude as they transitioned into new ranks within the service.
Elubu explained that the promotion process is rigorous and structured, beginning at the prison station level, advancing through the regional promotions board, and culminating in approval at headquarters. He noted that each stage involves comprehensive evaluation to ensure only deserving officers are elevated.
He reminded the officers that with every new rank comes increased responsibility, particularly within the demanding and sensitive prison environment.
“You must remain disciplined, professional, and committed to duty as you take on these new responsibilities,” Elubu said.
During the ceremony, three Chief Warders were commissioned to the rank of Principal Officer II (PO II), marking a significant progression in their careers.
In total, 100 junior officers were promoted. These included 3 Chief Warders Grade I, 1 Chief Warder Grade II, 4 Chief Warders Grade III, 48 Sergeants, 2 Corporals, and 39 Lance Corporals.
The officers received their new insignia in an atmosphere marked by pride and celebration, with many describing the occasion as both emotional and motivating.
Several of the promoted officers expressed appreciation to the Commissioner General of Prisons for recognising their efforts and pledged renewed commitment to professional service delivery.
Luzira Upper Prison, Uganda’s largest and only maximum-security correctional facility, remains a central institution in the Uganda Prisons Service. Officials said the promotions are expected to strengthen operational efficiency and leadership capacity within the facility.
