Inspectorate of Government Moves to Partner with Youth Programme to Strengthen Integrity Education

The Inspectorate of Government (IG) has initiated discussions with the Institute of Leadership, Entrepreneurship and Development (iLEAD) Uganda to strengthen transparency, accountability, and values-based education among young people.

iLEAD, founded by leadership expert John C. Maxwell and implemented through the Maxwell Leadership Foundation in partnership with Uganda’s Ministry of Education and Sports, focuses on equipping learners with strong personal values and leadership skills.

Once formalised, the collaboration is expected to expand the Inspectorate’s nationwide reach and complement existing anti-corruption initiatives, including the Integrity Ambassadors Clubs.

The proposed partnership was discussed during a meeting chaired by Deputy Inspector General of Government Anne Twinomugisha Muhairwe, who commended the initiative’s focus on shaping well-rounded individuals. She emphasized the need for the programme to appeal to a broader range of students rather than being limited to specific groups such as Senior One and Senior Two learners.

The Director of Research, Education and Advocacy, Gerald Gwaira, pledged to explore ways of integrating the iLEAD programme into the Inspectorate’s wider public awareness campaigns against corruption.

The iLEAD programme was officially launched in June 2025 at State House, with First Lady and Minister of Education and Sports Janet Museveni in attendance.

Speaking at the meeting, iLEAD Uganda Programme Manager Judith Muranga underscored the importance of values-based education in shaping responsible citizens.

“One can be hired for competence but fired for lack of values,” Muranga said, noting that the programme equips students with decision-making skills that go beyond academic performance.

She was accompanied by National Advisory Council member Betty Byanyima and Human Resource and Administration Officer Margaret Katanga.

The proposed collaboration signals a shared commitment to nurturing ethical, responsible citizens and reinforcing integrity among the youth.
