Justice Programme Planners Review Performance , Push for Automation at Court of Appeal

Administration of Justice Programme Planners convened today at the Court of Appeal Building Conference Hall in Kampala to review the Programme’s Half Annual Performance for the Financial Year 2025/26. The meeting emphasized the adoption and use of the automated National Development Plan (NDP) Monitoring and Evaluation (M&E) System to improve efficiency and evidence-based decision-making.

The meeting was chaired by Julius Caesar Kagoro, Principal Policy Analyst at the Judiciary, representing the head of the Programme Secretariat, Simon Peter Opolot, Commissioner Policy and Planning. Kagoro called on justice institutions to embrace and fast-track the automation of business processes to support the Judiciary’s transition to a paperless system, in line with the Chief Justice’s directive.

“Tracking implementation of reforms under the Fourth National Development Plan is a key government priority. Functional M&E units across institutions will help monitor progress and ensure that decisions are informed by reliable data,” he said.

During the session, Cyprian Okello, Senior Economist from the Office of the Prime Minister, presented an analysis of the Half Annual Outcome and Output performance data for FY2025/26. The data was captured from the integrated NDP M&E System and aligned with Programme Implementation Action Plans as well as the Vote Budget releases and expenditures.

Okello highlighted that the NDP M&E System would be integrated with the Programme Budgeting System at the Ministry of Finance, Planning and Economic Development to reduce duplication and minimize the burden of entering the same data across multiple platforms. Members were tasked with ensuring consistency between the systems to avoid discrepancies.

The meeting also presented a prototype of the draft Administration of Justice Programme website, developed by the Information and Communication Technology Department. The website aims to enhance Programme visibility and public engagement. A public feedback module will be included to promote accountability and citizen participation.

A technical committee, including Benjamin Kachero, Senior Economist, and Marion Mpanga, Systems Administrator, was constituted to provide data, reports, images, and other content to support website development. Communications and Public Relations Units from member institutions will work closely with the developer to fast-track the initiative.

Planners at the meeting represented a broad range of institutions under the Administration of Justice Programme, including the Office of the Director of Public Prosecutions, Judicial Service Commission, Uganda Police Force, Uganda Prisons Service, Ministry of Internal Affairs, Ministry of Local Government, Ministry of Gender, Labour and Social Development, Government Analytical Laboratory, Law Development Centre, Tax Appeals Tribunal, Inspectorate Government, and Justice Centres Uganda.

The meeting concluded with a resolution for all Programme institutions to address existing data gaps ahead of the finalization of the analysis by the Office of the Prime Minister and the National Performance Assessment retreat scheduled for April 2026.

The resolutions reaffirm the Programme’s commitment to strengthening coordination, leveraging technology, and improving performance tracking mechanisms to deliver efficient, transparent, and people-centered justice services.
