The video presents the statement as authentic, implying that the Speaker made divisive tribal comments and suggested presidential succession by appointment.
However, verification by the DisMis Fake News Desk has established that the claim is false and misleading.
A thorough review of the clip and its circulation shows that the claim is fabricated. The footage does not originate from any verified speech, public address, or parliamentary record involving the Speaker.
Digital analysis further indicates that the video was edited and recontextualised, with manipulated audio and visuals falsely attributed to the Speaker.
Additionally, the Office of the Speaker of Parliament has previously warned the public about manipulated and misleading content circulating on social media platforms, particularly TikTok, where short clips are often taken out of context or digitally altered to deceive audiences.
It is also important to note that Uganda’s Constitution does not provide for the appointment of a president by a sitting Head of State. The President of Uganda is elected through a national electoral process.
