Kisa described Prof. Cula’s passing as a profound loss to the institution and the wider academic community.

“As the university and the All Saints University community, his demise has left a deep hole because he lived a good life with us,” he said. “Right now, we are in a meeting in preparation to celebrate his life.”

Prof. Cula served All Saints University Lango for more than ten years, where he rose to the position of Vice Chancellor.

His contract with the university ended in December 2025, after which he retired but remained in Lira City to finalize personal matters.

Born in Awila Parish, Akokoro Sub-county in Apac District, Prof. Cula had an extensive career in Uganda’s education sector.

He previously worked at Makerere University, where he served as Academic Registrar, and also held academic and administrative roles at Kyambogo University. Earlier in his career, he worked as a head teacher at Atapara Secondary School in Oyam District.

University officials said Prof. Cula had recently been involved in processing the registration of a school project in Apac District. Kisa revealed that he had accompanied Prof. Cula’s caretaker on a trip related to the initiative.

“Recently, we went with him to Apac to process the registration of his school,” Kisa said. “He informed me of an illness, swelling on the leg and some pain. It wasn’t very severe.”

He recalled that just a day before Prof. Cula’s death, he had coordinated with a young assistant entrusted by the professor to handle documentation at the Uganda Registration Services Bureau (URSB).

Prof. Cula is remembered by colleagues and students as a humble leader and mentor.

“He was a humble man. We loved him because he respected himself. He was a good mentor. I can’t describe his demeanor with words,” says Kisa, All Saints University Lango Secretary.

The university said burial arrangements and official tributes will be communicated after consultations with the family.
