City lawyer Fred Mukasa Mbidde has threatened legal action over what he calls “consistent defamation” of his client, David Kenneth Numembi.
In a September 26 letter, Mbidde & Co Advocates accused Vision Group of publishing false claims linking Numembi to disputed properties in Kololo and Matuga.
“Our client lawfully acquired the abovementioned properties with clean titles, devoid of any encumbrances, as verified by a legal search conducted on August 12, 2025,” the letter reads.
The lawyers cited reports from September 4 and 24, 2025, demanding an immediate retraction.
“It is well-ingrained under Ugandan jurisprudence that no individual’s right to the peaceful enjoyment of their property may be disturbed except through a valid court order,” they said.
Mbidde described Numembi as a bona fide purchaser and dismissed rival claims by Dr Dennis Daniel Ssemugenyi, noting that he “is believed to be living in Russia despite media reports indicating his residence as Canada and the US interchangeably.”
“For avoidance of doubt, our client isn’t on the run as alleged and has never been arrested,” Mbidde added. He clarified that Numembi only assisted police in inquiries under SD REF 51/25/08/2025.
The letter accused the media outlet of “being used as an instrument of oppression” and warned of legal action if the reports are not withdrawn.
The dispute centers on two luxury condominiums: Unit 13 at Windsor Crescent, Plot 48A, and Unit 108 on Kololo Hill Drive, Plot 17-19.
Earlier reports stated that police had arrested two individuals, Benon Mugerwa and David Kenneth Numembi, over the alleged fraudulent transfer of properties worth Shs2.4 billion.
According to police, the investigation followed a complaint from Dr. Ssemugenyi of Daniel Dennis Investment Group Limited, who resides in New York. His Ugandan coordinator, Richard Ssemakula, reported the case to Kira Road Police Station.
Numembi’s lawyers attached official search results from the Ministry of Lands dated August 20, 2025, showing him as the registered proprietor.
Records also indicate that on August 19, 2025, Numembi mortgaged both properties to Tropical Bank Limited for Shs 840 million.
Mbidde & Co Advocates said their client’s rights were violated by “fetid, contumelious and muckraking publications” based on “the frolicsome figment of land ownership” by Ssemugenyi, who “carries no title to his name.”
Title records reveal a flurry of transfers in August 2025. The Kololo Hill Drive property was transferred from Universal Establishments Limited and Joseph Gujapudde Kasule to Kamersi Fred on August 12, then to Numembi on August 15.
The Windsor Crescent property passed from Canaanze Construction Limited to Joseph Gujapudde Kasule on August 6, then to Kamersi Fred on August 12, and finally to Numembi on August 15. These transactions are now under police investigation.
The case remains a clash of competing accounts. Ssemugenyi insists he never sold the properties and calls the transfers fraudulent, while Numembi maintains his ownership is legally registered and backed by official documents.
