The Office of the Resident City Commissioner (RCC) in Mbarara City has launched a crackdown on unlicensed court bailiffs accused of illegally confiscating property and harassing citizens without proper court authorization.
Jackline Kankunda, the Deputy RCC for Mbarara City North Division, issued the warning following multiple complaints from the public regarding bailiffs operating outside the confines of the law.
“We are going to arrest all unlicensed court bailiffs who are terrorizing citizens by confiscating property without following due process,” said Kankunda. “No bailiff is permitted to arrest or confiscate property from citizens without a legal court order.”
Kankunda revealed that her office is working closely with the Mbarara High Court to create a comprehensive list of licensed bailiffs operating in the area. The profiling exercise is aimed at streamlining enforcement procedures and safeguarding citizens from exploitation.
The Deputy RCC also issued a stern warning to police officers who collaborate with money lenders to carry out unlawful arrests and debt recoveries.
“Some police officers have been used by money lenders to harass citizens and force them into unlawful arrests,” she said. “Those who aid such illegal practices will equally face consequences.”
Kankunda emphasized that her office is firmly committed to protecting the rights of citizens and ensuring that property recovery follows lawful procedures.
“Our mandate is to uphold justice and ensure that no individual is victimized by those who misuse the law for personal gain,” she added.
The profiling of licensed bailiffs in collaboration with Mbarara High Court is expected to improve transparency and eliminate rogue actors from the debt recovery ecosystem.
Authorities say only certified and registered bailiffs will be permitted to operate in the city moving forward.
