Delivering the opening presentation titled, “The Past, Present, and Future of OWC,” Muwanguzi linked OWC’s foundation to the 2004 Defence White Paper, which identified both military and non-military threats to national security, including poverty, unemployment, and food insecurity—issues that remain central to OWC’s mandate today.

Muwanguzi further outlined the institution’s operational phases, beginning with Initiation, which focused on deployment, mobilisation, and sensitisation, followed by Stabilisation, then Consolidation, and ultimately Handover and Exit.

He emphasized that these phases reflect OWC’s deliberate approach to building resilience in communities, enhancing livelihoods, and contributing to national stability.

Throughout the retreat, participants will focus on strategic planning, teamwork, and addressing the key challenges affecting wealth creation initiatives.

The agenda prioritises the strengthening of service delivery mechanisms, advancing agricultural productivity, and fostering collaboration among OWC staff and partners.

“The retreat is an opportunity for us to sharpen our tools, refine our strategies, and position OWC to deliver greater impact in transforming the livelihoods of Ugandans,” Muwanguzi said.

Participants expressed optimism that the outcomes of the retreat will set a new pace for Uganda’s socio-economic transformation.
