Two Kiboga Officials Remanded Over Stealing Fuel for Construction of District Roads

Two top officials from Kiboga District have been charged and remanded to prison over allegations of stealing millions of shillings meant for road maintenance fuel under the government’s Shs1 billion Road Fund.

Today morning, the State House Anti-Corruption Unit working together with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, arraigned Ismail Mukiibi , the Kiboga District Engineer, and Moses Bwante , the Assistant Engineering Officer–Mechanical, before the Kiboga Chief Magistrate’s Court.

The two are facing multiple charges of conspiracy to defraud and have been remanded until August 14, 2025.

According to investigators, the accused, along with others still at large, between 2023 and 2024, allegedly conspired to defraud the Kiboga District Local Government of millions of shillings, meant for fuel under the Road Maintenance Grant.

It is alleged that the officials connived with fuel station managers and diverted money meant for fuel supplies during the 2023/2024 financial year.

The prosecution further claims the two officers fraudulently requisitioned fuel for vehicles that were no longer operational.

“Additionally, they are accused of fraudulently claiming fuel for Motor Vehicles that have been grounded for several months between 2022 and 2023,” reads a statement from the Anti-Corruption Unit.

The case has intensified scrutiny over how public funds are managed at the district level, especially in sectors that directly affect service delivery like road infrastructure.
