Kamuli District has sworn in Vice Chairperson Sarah Sambya as Acting LCV Chairperson, following the passing of District Chairperson Maxwell Kuwembula
. The swearing-in took place in accordance with a directive from Local Government Minister Raphael Magyezi, issued during Kuwembula’s burial on Sunday, June 15, 2025.
Presiding over the ceremony, Kamuli Chief Magistrate Paul Owino Abdonson invoked Section 188(6) of the Local Government Act, which authorizes the Vice Chairperson to assume leadership in the event of the Chairperson’s death.
Citing Section 188(8), he clarified that no by-election will be held since the country is now within six months of the general elections.
"The law allows the Vice Chairperson to take over in acting capacity but does not strip her of the Vice role. She will remain Vice Chairperson while also serving as Acting Chairperson, and may delegate responsibilities to any member of the executive committee," said Chief Magistrate Owino.
He added that the acting capacity does not warrant any new appointments or changes to council structures, and salary entitlements will be determined by the Human Resource Department and Chief Administrative Officer (CAO).
Kamuli CAO Nasser Mukibi congratulated Sambya and urged her to act with restraint, integrity, and unity during the transitional period.
“You take over leadership during a period of grief and division. Do not make hasty decisions. Base your leadership on facts, not rumors, and rely on God’s guidance. Public service must continue despite our mourning,” Mukibi said.
He pledged full technical support from the district and encouraged Sambya to consult widely within the district’s established structures to stay grounded and avoid missteps.
In her acceptance speech, Sambya acknowledged the weight of the responsibility and committed to fostering unity and continuity.
“I intend to build on the legacy and values of the late Chairperson. We must set aside differences and focus on delivering services to our people,” she said.
Sambya was accompanied at the ceremony by her husband, Mr. Mugulusi, and a group of close friends.
