"Brig. Gen. Oluka was a dedicated and committed officer who worked tirelessly to restore the reputation of the ISO," Tayebwa said.
"His efforts have not gone unnoticed, and we recognize his contributions to the organization and the country."
Oluka passed away on Wednesday at Seguku Hospital, where he was receiving treatment.
As the Director General of ISO, he played a crucial role in providing national security intelligence to Uganda's policymakers and engaging in covert activities at the request of the President.
Under his leadership, the ISO was instrumental in apprehending criminals involved in the Greater Masaka machete attacks that left nearly 30 people dead between July and September 2021.
Oluka's commitment to national security and his dedication to his work have earned him recognition and respect from his peers and the country at large.
