Ibanda District Leaders Pledge to End PDM Extortion, Restore Transparency

In a bold move to restore trust and accountability, Ibanda District leaders have committed to addressing allegations of extortion by Parish Development Model (PDM) SACCO leaders and parish chiefs, ensuring that the program benefits those it was designed to uplift.
The pledge comes after a community baraza held in Nyarukiika and Mabonwa parishes, Rukiri Sub County, where residents openly shared their grievances. Several accused parish officials of demanding bribes ranging from Shs 100,000 to Shs 150,000 in exchange for being included on the list of loan beneficiaries.

Moris Kuda, the Ibanda District PDM focal person, called on residents to take charge of the vetting process to ensure fairness and transparency. "You have the power to choose beneficiaries yourselves. Attend vetting meetings and make your voices heard," he urged.
District Chairperson Happy Herbert Mayanja assured residents that decisive action would be taken against corrupt officials.
“Those implicated in corruption will be held accountable and must return the money they wrongfully took,” he said, reaffirming the district's commitment to justice and fairness.
Joy Rutereza, the District Internal Security Officer (DISO), representing the Resident District Commissioner (RDC), emphasised the importance of community collaboration with security agencies.
“Your cooperation is crucial. With evidence, we can ensure the culprits are apprehended and justice is served,” she noted.
Launched in 2022 by President Museveni, the PDM initiative aims to increase household incomes and improve livelihoods across Uganda. While challenges like these allegations threaten to undermine its goals, district leaders remain determined to safeguard the program's integrity.
“We are committed to making the Parish Development Model a success for everyone, not just a few,” Mayanja concluded, offering hope to residents eager to see the initiative fulfil its transformative potential.
