A concerned citizen has petitioned the Inspector General of Government (IGG) to carry out investigations into a number of deals in the police force under AIGP Godfrey Bangirana, the director in charge of logistics among others including the deal to repair the forces’ chopper.
In May, the police force was officially handed the BELL 206B seven -seater chopper made in the US by Yamasec Security Limited, a company that had done refurbishment on the chopper that had been grounded for over 10 years.
During the function to launch it, the refurbished chopper on two occasions failed to start prompting engineers to rush to fix the problem until it at last hovered in the skies.
In an August 24 letter to the IGG and received on 27, a concerned citizen has tasked the IGG to look into a number of procurement deals in the Police force overseen by AIGP Bangirana as the director in charge of logistics for the force.
“He has superintended over gross procurement flaws that have not only affected the police force but also the various suppliers who have various contracts with the force,” reads in part, the concerned citizen’s letter.
Police fuel
Recently, there were reports of investigations by the new police leadership into circumstances under which over 200 civilians including politicians were accessing police fuel yet they were not police officers.
This came on the backdrop of a fuel crisis in the force.
In the letter to the IGG, the concerned citizen says there is need to investigate how the civilians got access to police fuel.
“He is the man behind the fuel scam where he paid billions of shillings to petrol companies and had his proxies fuel but also sometimes going through the back door to pick physical cash from the fuel stations,” the whistleblower says.
“You may also need to take keen interest in the wealth accumulated by Mr. Bangirana .Has he declared it? Can he account for such wealth?”
The concerned citizen says the there is need for worry because by last year (2017), the logistics directorate of the police force had allegedly accumulated a debt to a tune of shs125 billion.
In the letter, the IGG has also been asked to look into the construction of Nateete police station which he said has been quoted to have cost shs100bn yet on its ‘face value’ it does not seem to cost more than shs20 billion.
