Uganda is grappling with a unique demographic challenge: a rapidly growing youth population coexisting with an increasing number of elderly citizens.
This dual demographic shift offers opportunities but also presents significant hurdles for the nation’s social and economic development.
According to the Uganda Bureau of Statistics (UBOS) 2024 Census, 55% of Uganda's population is under the age of 19, reflecting a youthful demographic.
This presents a potential demographic dividend, with a large workforce capable of driving economic growth.
However, for this potential to be realised, Uganda must invest heavily in education, healthcare, and job creation to equip its youth with the necessary skills and opportunities.
At the same time, the proportion of individuals aged 60 and above is steadily rising due to improved life expectancy, which reached 64 years in FY2023/24.
This growing elderly population raises concerns about old-age income security and the capacity of social support systems.
The dual demographic shift presents several challenges, including strains on social security systems with increased demand for pensions and healthcare services, a rising need for nursing homes and home-based care options, and the challenge of balancing resources to ensure adequate support for the elderly while investing in the youth’s education and well-being.
To address these challenges, Uganda must adopt comprehensive policies that expand social security coverage to include informal sector workers, enhance healthcare access by improving preventative care, chronic disease management, and long-term care for the elderly, and invest in education, skills training, and job creation to enable the youth to contribute to the economy and secure their futures.
Policies must balance the needs of both demographics to ensure access to resources and opportunities for all age groups.
Proactively addressing these demographic shifts is crucial for Uganda's sustainable economic growth and social development.
By investing in its youth and providing adequate care for its elderly population, Uganda can harness the potential of its demographics, creating a more inclusive and prosperous future for all citizens.
