Hoima City Cuts Budget by Shs 2 Billion

Hoima City has reduced its 2025/2026 financial year budget by Shs 2 billion.

During the Hoima City budget conference, a finance report prepared by Annet Kambubi, the city principal treasurer, and presented by Fredrick Mugisa revealed that the previous financial year’s budget of Shs 21.7 billion has been reduced to Shs 19.4 billion for the 2025/2026 financial year.

While the current financial year runs on a budget of Shs 21.9 billion, the city had only received Shs 10 billion by October 2024.

Francis Ayesiga, the Hoima City senior economist, stated that the city aims to shift its economic growth rate to a higher trajectory, averaging over 8% per annum over the medium term in the 2025/2026 financial year.

Ayesiga added that the city also aims to achieve double-digit growth at the onset of commercial oil and gas production, which is expected to expand the economy tenfold from the current USD 53 billion to USD 500 billion by 2040.

Ayesiga outlined key priorities for the next financial year, including agro-industrialization, tourism development, mineral-based industrial development (including oil and gas), and advancements in science, technology, and innovation.

Fatuma Kirokimu, the senior education officer, highlighted staffing gaps as the biggest challenge in the education sector.

“Besides, we also have issues with facilities like classrooms, desks, latrines, and staff houses,” she said.

Brian Kaboyo, the city mayor, urged young people to embrace technology.

“We are in the era of technology. Young people need to position themselves right; the opportunities are many,” he said.

Kaboyo also announced plans to recruit 85 teachers in the next recruitment cycle to address staffing gaps.

Dr. Tusiime Ndolerire, the city health officer, emphasized the lack of a city mortuary and cemetery, as well as the need to address poor community mindsets regarding health, hygiene, and sanitation.
