The staff of Uganda National Roads Authority (UNRA) have rejected the government's compensation offer of Shs46 billion, citing that it's far too low. Instead, they're demanding Shs196 billion, sparking a heated debate over the authority's abolishment.
Allen Kagina, UNRA's Executive Director, expressed her concerns before Parliament's Physical Infrastructure Committee, questioning the government's figure.
"Where did they get the Shs46.443 billion from, without considering our staff structure and terminal benefits?" Kagina asked.
The committee meeting took a dramatic turn when MPs discovered three conflicting Certificates of Financial Implication from the Ministry of Finance.
Tony Awany, MP for Nwoya County, revealed, "The first certificate had Shs11 billion, then another from the Minister of Public Service stated Shs46 billion, and yet another had a varying figure.
But the Minister of State for Works clarified that Shs196 billion was actually allocated for UNRA staff resettlement affected by RAPEX".
This development highlights the tension between UNRA staff and the government over compensation. With the authority's abolishment looming, the staff's future remains uncertain.
The government's varying figures have only added to the confusion, and it remains to be seen how this issue will be resolved.
