“From the beginning when in the bush we were not getting salary but food. When we came into government, we told our people, you are not getting enough salary but if you build army primary and secondary schools where children study for free, you will compensate for the low salary you are getting. Even if I am getting low salary and my children study free. Then also have army health centres,”Museveni said.
“Prioritization is very important. Making everything a priority is the best way to fail. If you try to make everything a priority, you will fail. Even when you are walking, you put one leg up and the other one must remain down. Try to put both legs in the air and you will see problems .”
President Museveni said the sky is the limit for the UPDF with prioritization.
The president applauded SFC for naming the new operations centre after Gen Saleh whom he said joined the National Resistance Army(NRA) at a tender age of 16 in 1976 and was among the group that was sent to Mozambique for two years training.
He said on return, Gen Saleh played an integral part in the liberation of the country and building of the UPDF to where it is now.
The Minister for Defence and Veteran Affairs, Jacob Oboth Oboth said owing to President Museveni’s guidance, the UPDF engineering brigade has saved government huge sums of money by undertaking construction of projects which would otherwise be done by private contractors .
“Your strategic leadership is enabling the UPDF and Ministry of defence to set landmarks in this country that we believe will be of great benefit. Using the engineers brigade, a lot of money has been saved and Ugandans are proud of directive made. They have constructed schools and health centres at half the cost,”Oboth Oboth said.
The Commander of the Land Forces, Lt Gen Kayanja Muhanga said the UPDF has been able to construct a number of facilities including housing units among others in the last few years, following the president’s advice on prioritization.
The SFC commander, Maj Gen David Mugisha applauded President Museveni for the unwavering support to the profesionalisation of the UPDF.
Gen Mugisha also commended the Chief of Defence Forces, Gen Muhoozi Kainerugaba, Ministry of Defence leaders, SFC deputy commander, Brig Asaph Mweteise and the SFC director for operations, Col Paul Namawa for their role in supporting construction of the new operations centre.
He said the newly constructed operations centre will be of great use to the UPDF and the country at large.
“In this era of volatile operating environments, cyber threats, terrorism and rapid technological advancements have taken centre stage. Therefore, the role of such a command centre can’t be overstated in addressing those non traditional threats,” Maj Gen Mugisha said.
The operations centre has been constructed by the SFC Engineering Unit.
At the same function, President Museveni commissioned a new state of the art gym for SFC.
