The latest Judiciary report presents a snapshot of significant developments and challenges within the judicial system, revealing strides in enhancing access to justice and managing cases efficiently. The report outlines key achievements, ongoing challenges, and priorities for the upcoming year.
The report highlights a substantial increase in human capital development, with the number of judicial staff growing from 406 in 2021 to 743 in 2023.
This significant rise reflects a commitment to strengthening the capacity of the judiciary.
In the 2022/23 fiscal year, the judiciary registered an impressive 294,020 cases, with 266,323 cases successfully concluded, a demonstration of a marked improvement compared to the previous year when 229,375 cases were registered, and 168,007 cases were completed.
The report further highlights various initiatives aimed at making justice more accessible to the public. These include the operationalization of six high court circuits, the strengthening of the legal and regulatory framework, the creation of Magisterial areas and High court circuits, and the incorporation of ICT in the administration of justice.
Additionally, the judiciary is rolling out an Electronic Case Management System, further modernizing its operations.
The report underscores the judiciary's commitment to improving relationships with its stakeholders, fostering better collaboration and communication in the pursuit of justice.
However, the judiciary is not without its challenges. The closure of premises housing the Supreme Court, increased case backlog, inadequacies within some justice agencies, and the shortage of remand homes pose pressing issues.
In the upcoming year, the judiciary's key priorities include initiating reforms in law, promoting alternative dispute resolution, constructing more court buildings, renovating existing ones, procuring additional transport equipment, and automating court processes.
These priorities aim to further streamline case management and ensure that justice remains accessible to all.
In response to the report, Judiciary Spokesperson's James Ereemye Mawanda stated, "The Judiciary is committed to continually improving our services and addressing the challenges that arise. The increase in human capital development, successful case management, and our efforts to enhance access to justice demonstrate our dedication to a fair and efficient judicial system."
