Mityana District Service Commission Officials, Vice Chairperson Arrested
Four senior officials in Mityana District have been arrested by the State House Anti-Corruption Unit and Uganda Police over allegations of irregular recruitment, nepotism, and abuse of office, highlighting persistent governance challenges in the public service.

The State House Anti-Corruption Unit, in collaboration with the Uganda Police Force in Mityana, has arrested four high-ranking officials from the Mityana District Service Commission on charges of abuse of office and nepotism.

Those apprehended include Commission chairperson Fred Lwassampijja, its secretary Hussein Mukiibi, and Andrew Ssekibuule, a sitting member of the Commission; as well as Anna Miriam Nassali, Mityana District vice chairperson.

The arrests followed a preliminary investigation that uncovered allegations of irregular recruitment practices.

The officials are accused of conspiring to favor relatives in recruitment, undermining meritocracy and fair competition for positions within the district.

Lwassampijja is alleged to have irregularly influenced the appointment of his daughter as Municipal Labour Officer in Mityana Municipality despite her lacking the required qualifications.

Nassali is suspected of using her position to secure her husband’s appointment as an Education Assistant specializing in Guidance and Counseling, a role requiring specific credentials and experience.

Ssekibuule is believed to have facilitated appointments of several family members, including his wife as headteacher of Kasalaga Primary School, his son as Accountant at Mityana Municipality, and his daughter as a Grade Three Teacher, all without disclosing conflicts of interest to the Commission.

These actions, if proven, constitute serious violations under the Leadership Code Act and the Uganda Public Service Standing Orders, raising questions about governance, transparency, and accountability in the public sector.

The ongoing investigation aims to restore integrity to recruitment processes in Mityana District and ensure that qualified candidates are given equitable opportunities in public employment.
