Luuka District Engineers, Head Teacher Remanded Over Fuel Theft , Job Extortion Scams

Two senior engineers from Luuka District Local Government have been charged and remanded to prison over the theft of fuel intended for road works, while a head teacher has been arraigned for allegedly extorting millions of shillings from job seekers in a separate recruitment scam.

The State House Anti-Corruption Unit, working jointly with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID), arraigned Musisi Rajab, the Acting District Engineer, and Sengoba Daniel, the Assistant Engineering Officer (Civil), before the Iganga Chief Magistrate’s Court.

The two were charged with conspiracy to commit a felony and theft of fuel, while a third suspect, Kayeyera Bernard, an Assistant Engineer, remains at large.

According to the prosecution, during the 2024/2025 financial year, the accused allegedly misappropriated fuel worth shs 222,396,900 that was allocated under the shs 1 billion Road Maintenance Grant for Luuka District.

“The fuel was intended for maintenance of key district roads, including Busanda–Ikumbya, Busalamu–Waibuga, Ikumbya–Nantamali, Bukoova–Nawaka, and Kyanvuma–Wandago,” the State House Anti-Corruption Unit stated.

Investigations indicate that the engineers allegedly inflated fuel requirements for various road projects and diverted the excess for personal use or sale to private individuals. They reportedly colluded with fuel station managers to falsify accountability records, claiming the fuel had been issued to district drivers, who denied receiving or using it.

In a related case, Muduuli George, Head Teacher of Tabingwa Primary School, was charged with extorting job applicants, soliciting amounts between shs 5.7 million and shs 17 million, under the pretense that the money would be paid to members of the District Service Commission to secure employment.

The State House Anti-Corruption Unit confirmed that investigations are ongoing to determine the involvement of other public officials in the job-selling scheme and other corruption-related cases within Luuka District.

All accused have been remanded until 8 January 2026 as investigations continue.
