The Electoral Commission has requested Shs 62 billion in the Financial Year 2026/27 to support the construction of its new headquarters in Lubowa, Wakiso District, in a move aimed at improving operational efficiency and strengthening institutional readiness ahead of Uganda’s 2031 general elections.
The request was presented by John Teira, Vice Chairperson of the Legal and Parliamentary Affairs Committee, while tabling the Committee’s report on the 2026/27 Ministerial Policy Statement for the Electoral Commission.
Teira stressed that timely allocation of the funds is essential for the successful implementation of the project and for ensuring the Commission is adequately prepared for future electoral activities.
“The project is crucial for enhancing operational efficiency, institutional capacity, cost-saving in the long term and electoral preparedness for the upcoming electoral activities. Failure to provide the Shs 62Bn required in FY 2026/27 risks stalling the project and undermining the Commission's preparedness for the upcoming critical electoral milestones,” he said.
“It is recommended that the Government prioritises and allocates Shs 62Bn in FY 2026/27 to support the construction of the Electoral Commission Headquarters at Lubowa.”
The new headquarters is expected to be developed under the supervision of the Electoral Commission, with implementation handled by the National Housing and Construction Company Limited, which will oversee land provision, architectural design, construction, and furnishing of the Electoral Commission Centre in Lubowa.
According to officials, the project is expected to be completed within 18 months after commencement.
Currently, the Electoral Commission operates from temporary offices located at the National Housing and Construction Company Limited premises at Plot 1–3/5, Seventh Street Industrial Area in Kampala.
The relocation followed the Commission’s exit from its former Jinja Road offices to pave the way for the development of the Kampala–Jinja Expressway corridor.
Once completed, the Lubowa headquarters is expected to consolidate the Commission’s operations, improve service delivery, and enhance long-term electoral preparedness for Uganda’s future electoral cycles.
