A 28-year-old plumber has died after a septic tank collapsed during excavation works at West Mall Building in Komamboga, Kampala, prompting police to open investigations into suspected negligence and to warn developers and contractors against ignoring safety standards.
Police said the incident occurred on January 6, 2026, at about 1:00 pm in Komamboga Central Zone, Kawempe Division, where workers were excavating ground to construct a new septic tank near an existing one following a sewage blockage.
According to Kampala Metropolitan Police Deputy Public Relations Officer ASP Luke Owoyesigyire, preliminary findings show that the old septic tank suddenly collapsed during the works and caved in on the workers.
“During the process, the old septic tank collapsed and caved in on the workers,” ASP Owoyesigyire said in a statement.
“Two casual workers managed to escape, though one sustained a fractured arm and was rushed to a nearby clinic for treatment.”
He said one worker was not as fortunate. “Sadly, one worker, identified as Mukwaya Abubakar, a 28-year-old plumber, was buried under the debris and died at the scene,” Owoyesigyire said.
Police officers from Kira Road Police Division responded to the scene, documented the incident, and coordinated rescue efforts.
The Fire Prevention and Rescue Services used an excavator to retrieve the body from the collapsed septic tank.
“The deceased’s body was later conveyed to KCCA Mortuary for post-mortem examination,” ASP Owoyesigyire said.
Police have since registered a case of rash and negligent act causing death as investigations continue to establish responsibility for the incident.
The police spokesperson issued a strong warning to those involved in construction and excavation activities across the city, saying many such deaths are preventable.
“The Police strongly caution building owners, contractors, site supervisors, and workers to strictly observe safety procedures, conduct proper site assessments, and engage qualified personnel during construction and excavation works to prevent loss of life,” Owoyesigyire said.
He added that further updates would be communicated as investigations progress.
