The Inspectorate of Government (IG) has ordered the arrest of two senior Human Resource officers in Kalungu District over the alleged prolonged non-payment of salaries to district staff.
The directive was issued by the Inspector General of Government, Aisha Nalule, targeting Ms. Nankya Margaret, Principal Human Resource Officer (PHRO), and Ms. Kasingirwa Scovia, Senior Human Resource Officer (SHRO) of Kalungu District Local Government.
The action follows complaints lodged with the Inspectorate regarding the failure to pay several district employees — including some Heads of Department — for months. Preliminary findings indicate that some officers have not received their salaries since July 2025.
“This office cannot tolerate a situation where public servants go for months without pay due to administrative failures or deliberate neglect,” Justice Nalule said. “The hardship inflicted on these officers and their families is unacceptable and undermines public service delivery.”
Prior Interventions
The matter had earlier drawn the attention of the Deputy Inspector General of Government, Anne Twinomugisha Muhairwe, who convened meetings aimed at resolving the impasse.
Additionally, the Chief Administrative Officer of Kalungu District, Mr. Ouma Charles, reportedly issued repeated directives — including a formal internal memo — instructing the Principal Human Resource Officer to address the salary arrears.
However, according to the Inspectorate, the directives were disregarded. When summoned to explain the continued non-payment, the PHRO allegedly failed to provide a satisfactory explanation.
“The persistent default, coupled with apparent insubordination, raises serious concerns of possible abuse of office,” Justice Nalule added. “Public officials are entrusted with responsibilities that directly affect livelihoods. That trust must not be betrayed.”
The matter has been referred to the IG Director of Ombudsman Affairs, Kakooza Savic Ntensibe, for further action.
Investigations are ongoing, and the Inspectorate has indicated that prosecution will follow if sufficient evidence is established.
Kalungu District officials had not issued a formal public response by press time.
