The Office of the Director of Public Prosecutions (ODPP), in partnership with the International Development Law Organization (IDLO) and the Netherlands, has held its second Community Baraza in Kalangala District, aimed at strengthening legal awareness and improving access to justice.
The engagement took place at Kyagalanyi Landing Site under the theme “Tackling Gender-Based Violence, Land Crimes, and Refugee Protection,” bringing together justice sector officials and local residents in an open dialogue on pressing community issues.
Representing the Director of Public Prosecutions, Odumbi James Owere reaffirmed the ODPP’s commitment to delivering impartial and people-centred justice.
“The ODPP serves all persons without fear or favour in the pursuit of justice for both victims of crime and accused persons,” he said.
Owere urged residents to report crimes promptly and truthfully, warning against false allegations and condemning witness intimidation, which he described as a major obstacle to successful prosecutions.
“Serious criminal offences must go through the full process of the law to ensure accountability and protect public safety,” he added.
During the Baraza, residents raised a range of concerns affecting their communities, including domestic violence, land disputes, illegal fishing, refugee and immigration challenges, and the economic pressures contributing to crime.
Participants also voiced frustration over prolonged detention without trial, unequal access to public services, and ongoing restrictions on fishing activities, which many said are affecting livelihoods in the island district.
Land-related conflicts emerged as a key issue, with community members calling for comprehensive land surveying and clearer ownership systems to reduce recurring disputes.
Justice sector leaders emphasized that an effective criminal justice system relies on an informed and engaged public working closely with institutions responsible for upholding the rule of law.
The Community Baraza initiative is part of broader efforts by the ODPP and its partners to bridge the gap between justice institutions and citizens, particularly in hard-to-reach areas, while promoting accountability and trust in the legal system.
