The government has stepped up its crackdown on fraud within the Parish Development Model (PDM), targeting individuals accused of exploiting citizens under the guise of facilitating access to the initiative.
The latest enforcement action was carried out in Kiryandongo District, where 41-year-old Nangoti Peter, a peasant and Chairperson of the Panyadoli PDM Sacco, was arrested and charged with obtaining money by false pretenses.
The case is registered under CRB KDGO 862/2025.
According to investigators, the accused allegedly deceived 15 individuals in Panyadoli Parish in October 2023 by falsely claiming that they were required to pay registration fees to access PDM funds.
Through this scheme, he is said to have extorted a total of Shs2,878,400.
Authorities have emphasized that all PDM services, including registration, are provided free of charge, warning that any individual demanding payment is engaging in criminal activity.
Nangoti was arrested on March 6, 2026, and appeared in court on March 13, 2026, where he was remanded to prison pending further investigations and prosecution.
Officials say the case underscores the government’s commitment to protecting wananchi from exploitation and ensuring accountability in the implementation of the Parish Development Model.
They have warned PDM leaders across the country that any abuse of the program will be met with firm legal action.
