Usalama Kwa Wote operation began in July 2021

The northern district of Kaabong in Uganda has experienced a significant transformation due to disarmament efforts under the "Usalama Kwa Wote" initiative.

The commanding officer of the 45th Infantry Battalion, Lt Col Mugarura Gaston, highlighted the success of cordon and search operations, which have become a key strategy in fostering security and promoting relative peace in the region.

Lt Col Mugarura reported that since the Usalama Kwa Wote operation began in July 2021, security forces have recovered 207 firearms and 683 rounds of ammunition in Kaabong alone.

However, the initiative is not without challenges. Some criminals have refused to surrender their weapons, forcing security forces to adopt more forceful methods, including cordon and search.

“We recover guns and ammunition using intelligence-led operations under Usalama Kwa Wote,” Mugarura explained.

“Most people with guns are known, and once we get information that someone is hiding a firearm, we cordon off the area, screen the premises, and ensure no one leaves until the search is complete.”

Despite the aggressive nature of the operations, Mugarura assured that security forces are careful not to harass or mistreat individuals during the searches. **Women, children, and the elderly** are separated from able-bodied men and allowed to leave during the initial screening process.

Cordon and search operations are rooted in community collaboration, with local leaders and residents playing a crucial role in providing intelligence.

This partnership has fostered trust between the security forces and the community, which has been vital in the successful identification and confiscation of illegal weapons.

Lt. Col. Mugarura emphasized the importance of this community engagement, noting that women in particular play a key role by providing information and encouraging men to refrain from criminal activities.

Several key outcomes of the cordon and search operations under Usalama Kwa Wote have contributed to the growing sense of peace and security in Kaabong:

Reduction in Armed Violence: Since the operations began, armed confrontations and raids have significantly decreased. Communities that once lived in fear now enjoy a greater sense of safety and security.

Increased Trust Between the Community and Security Forces**: The inclusive nature of the operations has strengthened cooperation between local populations and security forces, leading to more effective intelligence gathering and crime prevention.

Educational Empowerment: Alongside disarmament, Usalama Kwa Wote includes educational efforts aimed at raising awareness about the dangers of firearms. This initiative has promoted a culture of peace and conflict resolution in the region.

Economic Rejuvenation: With violence reduced, local economies have begun to recover. Farmers can safely cultivate their land, and markets are thriving as trade resumes, contributing to economic stability and growth.

Challenges and the Road Ahead

While progress has been made, challenges remain. Armed groups occasionally resist disarmament, requiring ongoing vigilance and adaptive security strategies. Moreover, continued community involvement and support for ex-combatants will be essential to sustaining peace in Kaabong.

The Usalama Kwa Wote initiative in Kaabong demonstrates the importance of a comprehensive approach to security—combining disarmament, community engagement, and economic development.

As the operation moves forward, it serves as a model for other regions grappling with insecurity.

Cordon and search operations have played a pivotal role in fostering peace in Kaabong.

By prioritizing community involvement and creating a robust framework for disarmament, these efforts have reduced violence and laid the groundwork for long-term stability.

The continued commitment to these strategies will be crucial as Kaabong strives for a secure and prosperous future.
