The minister of Security Gen Elly Tumwine has been referred to parliament’s committee on Rules Discipline and Privileges for gross indiscipline.

It is alleged that Tumwine verbally attacked Cecilia Ogwal and nearly beat her up over an argument.

Ogwal told NBS TV that she was upset by the manner in which the general behaved.

She said she had tried to talk to the general to be respectful of the speaker and the house but Tumwine instead got angry.

"The general came charging at me and poking at my eye and said: 'you are a liar.' He was using his arm to touch me. Thank God he did not pull a pistol on me and I am alive," she said.

He is also accused of demeaning the person of Speaker Rebecca Kadaga.

Bukonzo County West MP Atkins Katusabe raised a matter of “national importance” telling the August House that Gen.Tumwine had ridiculed Kadaga and undermined the entire parliament through some utterings.

“Gen. Tumwine said who is speaker. What is parliament? Speaker rules over parliament and not Uganda. This country was liberated by the military and not her parliament,”Katusabe said on the floor of parliament.

Katusabe said the remarks by the Security Minister were made last week during a public gathering in Kasese in which Gen.Tumwine allegedly undermined Kadaga and the entire parliament.

The claims by Katusabe attracted debate from various legislators who castigated the minister over the remarks.

“It should be in his interest and that of the August House that he is examined by the committee on rules to ascertain the truth,” said Busiro East MP, Medard Sseggona.

Sseggona said there is need to find out the truth in regards the accusations made against Gen.Tumwine and reason he made the remarks.

Buhweju County legislator, Francis Mwijukye said there is need to protect Parliament and its members from any attack.

As the debate raged, Dokolo Woman MP, Cecilia Ogwal accused Tumwine of pointing fingers at her in the parliamentary lobby in front of fellow legislators.

“It is unfortunate that Gen. Tumwine attacked me when I headed to the washroom. He said he could do anything,” Ogwal said.

Several MPs testified that they had witnessed the act.

Cecilia Ogwal added that the security minister pulled a gun on her during the DDT debate in the 6th parliament.

Tumwine defends self

When asked to defend himself on the allegations, Tumwine denied the allegations saying he had never done so.

“Many efforts have been made to get leaders to collide over a period. You remember when they talked about the Nomo Gallery,” Tumwine said on the parliamentary floor.

When addressing journalists later, the security minister said all the allegations were lies.

“That I pulled a gun on her?” he wondered.

Meanwhile, the legislators passed a motion in which Gen.Tumwine was referred to the Parliamentary Committee on rules for investigations.
