Delay of Kanara Seed School Nears End as Kitagwenda Authorities, Contractor Agree on Clear Way Forward
After prolonged delays that frustrated leaders and residents in Kanara Sub-county, Kitagwenda District authorities say a firm agreement with the contractor has set a clear completion roadmap for the long-awaited Kanara Seed Secondary School, raising fresh hope for learners and parents.

After months of uncertainty and community frustration, leaders in Kitagwenda District say a firm agreement with the project contractor has revived hope that Kanara Seed Secondary School will soon be completed and opened to learners in Kanara Sub-county.

Leaders and residents of Kanara Sub-county in Kitagwenda District have welcomed renewed optimism following a decisive engagement between district authorities and the contractor responsible for constructing Kanara Seed Secondary School.

The Shs 2.6 billion government-funded project, implemented under the Uganda Intergovernmental Fiscal Transfers Programme (UGIFT), was awarded to Skyworth Technology Service Limited in January 2023.

The project was originally scheduled for completion within 18 months but has faced delays that left the school unfinished beyond the initial handover timeline.

Kanara Seed Secondary School is designed to significantly expand access to quality secondary education in the area. The project includes six classroom blocks, an administration block, ventilated improved pit latrines, teachers’ houses, a kitchen, two science laboratories, a playground, a multipurpose hall, and an ICT library.

Although the project was initially expected to be completed by August 2024, the deadline was extended by six months after the contractor cited challenges in sourcing construction materials. Despite the extension, several works remained incomplete, including painting of classroom blocks, equipping of laboratories, and completion of teachers’ houses, latrines, and the kitchen.

This week, however, district authorities and the contractor held a closed-door meeting at the project site that resulted in a clear and time-bound roadmap for completion.

The meeting was led by the Deputy Chief Administrative Officer, Moses Akankwatsa, and attended by the District Education Officer, the Chief Finance Officer, and other technical officials.

Speaking after the engagement, Akankwatsa said the discussions had helped align both parties on final delivery expectations.

“We have had a frank and productive discussion with the contractor, and we are now aligned on the way forward,” Akankwatsa said. “Both parties have agreed that by January 20, 2026, all classroom painting works must be fully completed.”

He added that the same date would serve as a decisive milestone for the project.

“On January 20, 2026, we shall also take a final decision on the project based on the level of completion. Our goal is to ensure value for money and that learners finally benefit from this important facility,” he said.

Local leaders and residents say the renewed commitment has restored confidence that the long-awaited seed school will soon become operational, easing pressure on existing secondary schools and reducing the distance learners travel to access education.

Once completed and opened, Kanara Seed Secondary School is expected to play a critical role in improving education outcomes in the sub-county, supporting government efforts to expand learning infrastructure and increase access to secondary education in rural areas.
