Chief Justice Flavian Zeija has issued an ultimatum to Kabale District authorities, directing them to hand over the land title for Kabale High Court Circuit to the Judiciary by the end of 2026 or risk having the court relocated to another district.
Justice Zeija issued the warning yesterday while addressing stakeholders at Kabale High Court in the Southern Division of Kabale Municipality.
“We shall not continue begging for land from the district,” he said. “The Judiciary is questioned annually by the Auditor General regarding the missing land title. We will no longer accept parliamentary summons to defend the matter and instead we will relocate the court to a district that will provide land.”
Kabale High Court has been operating from Kikungiri Hill since relocating from the district headquarters in Makanga in 2017. However, the district has not yet transferred the land title to the Judiciary.
The Kabale Deputy Resident District Commissioner, Michael Muramiraj Kyakashari, who attended the meeting, pledged to engage district leadership to ensure the matter is resolved as soon as possible.
The Judiciary has maintained that secure ownership of land hosting court infrastructure is critical for accountability, planning, and long-term institutional development.
