Court Issues Fresh Criminal Summons Against Land Broker Kamoga Over Fraud

The Chief Magistrate’s Court in Entebbe has issued criminal summons against businessman Kamoga Muhammad, directing him to appear before the court on Monday, September 29, 2025, to answer to multiple charges related to forgery and fraudulent land transactions.

According to court documents, Kamoga, 40, a resident of Bugabo-Garuga village in Wakiso District, is facing a total of 14 charges, including nine counts of forgery, three counts of uttering false documents, and two counts of obtaining registration by false pretence — all under Uganda’s Penal Code Act.

The summons, signed by Chief Magistrate  Edgar Tibayeita Tusiime, on September 24, 2025, compel Kamoga to appear in court at 9:00 AM to respond to the charges.

Investigations by the Criminal Investigations Directorate (CID) allege that in 2021, Kamoga forged several land transfer forms and a practicing certificate for advocates, which he allegedly used to unlawfully transfer land ownership to his name.

The forged documents reportedly bore the names of Bibongombo Peter and Advocate Nkomwesigo Lorna, who both deny signing the documents.

The disputed transactions are said to have occurred at the Wakiso Lands Office in Busiro, involving plots of land in Busiro Block 435. In one instance, Kamoga is alleged to have fraudulently used a forged transfer form to register land under Instrument No. WBU-00286515.

Authorities further allege that Kamoga presented the forged documents to the Registrar of Titles in an attempt to acquire land ownership by false pretence.

The case has since been taken over by the Office of the Director of Public Prosecutions (ODPP), reflecting growing concern over fraud and forgery in land transactions across the country. If found guilty, Kamoga could face substantial penalties, including a prison sentence, as stipulated under the Penal Code.

The court session is scheduled to take place at the Entebbe Chief Magistrate’s Court.
