President Museveni has appointed Joseph Mukasa Sewava as the Special Envoy of the President on Buganda Affairs, a move aimed at strengthening engagement between the central government and the Buganda region.
Sewava, a long-time loyalist of President Museveni, has previously served in several key roles, including assignments in the Office of the President, as a communications assistant in the Office of the NRM National Chairman, and as a national youth coordinator within the ruling party.
In August 2025, Sewava contested for the position of Vice Chairperson for the Central Region (Buganda) on the NRM Central Executive Committee but later withdrew from the race ahead of polling to support another candidate.
His appointment places him at the centre of government efforts to coordinate, advise and support presidential and government interests relating to Buganda Affairs, a portfolio that involves engagement with cultural institutions, political actors and development stakeholders.
As Special Envoy, Sewava is expected to facilitate communication between the Presidency, Buganda institutions and other stakeholders, while supporting the implementation of government programmes and national priorities across the region.
“I have contributed to the development of communities in the Buganda region by promoting education, healthcare and economic growth. I will serve in this position diligently,” Sewava said.
The appointment underscores President Museveni’s continued reliance on trusted aides to manage sensitive regional portfolios, particularly in areas with strong cultural institutions and significant political influence.
Buganda remains a central pillar in Uganda’s socio-political landscape, and the designation of a Special Envoy reflects the government’s emphasis on sustained engagement, coordination and dialogue on issues affecting the region.
